Professional development system for administrative management of human resources in the Union of Young Communists

Abstract

The Union of Young Communists (UJC), Cuba's youth political organization, faces challenges in the administrative management of its human resources, requiring specialized training for its members. The objective was to design a professional development system to improve the administrative management of human resources within the UJC, through a three-phase process (diagnosis, design, and validation). A mixed-methods approach with a participatory action research design was employed. The purposive sample included 45 UJC leaders in Havana. The results revealed critical gaps: 78% of respondents reported insufficient training in administrative matters and a marked fragmentation of professional development processes, resulting in low organizational effectiveness. The main contribution was the design of a system structured with conceptual, methodological, and practical components, incorporating contextualized training activities. Validation using the modified Delphi method with expert judgment (n=12) yielded a rating of “very adequate” (Kendall’s concordance coefficient = 0.85), with 92% of experts rating the system as very adequate. The proposed system is a relevant response to the organization’s needs, strengthens the administrative skills of young leaders, and is recommended for pilot implementation to evaluate its impact before generalization.
