The article analyzes the need to improve municipal educational management in Honduras in the face of social problems that directly affect students’ comprehensive development in school, family, and community contexts. These conditions require systematic and efficient preventive work, scientifically grounded and articulated from the educational leadership system within integrated municipal management. The research was conducted using a mixed-methods approach with an exploratory–descriptive scope, aimed at proposing a Municipal Methodological Work System based on a theoretical–methodological conception that strengthens the management of preventive work with quality. The study employed theoretical methods—historical-logical, analysis–synthesis, and induction–deduction—and empirical methods—documentary analysis, observation, and surveys administered to municipal directors, with the participation of teachers and students as key informants—to diagnose directors’ pedagogical preparation and the coherence of the existing methodological work. The results revealed deficiencies in preventive work, limited articulation among management levels, and shortcomings in the systematic training of directors. As the main contribution, a Municipal Methodological Work System was designed, structured in stages of preparation, implementation, and evaluation, with results indicators, grounded in a conception that integrates the diagnostic, structural, and organizational cores. This system guides the planning, implementation, and monitoring of preventive actions, strengthens preventive culture, and promotes school–family–community articulation, contributing to students’ comprehensive development. It is concluded that the continuous training of municipal directors constitutes the articulating axis for improving educational management and the quality of preventive work
