En el mundo hay más de 650 millones de personas que viven con alguna discapacidad. Estas personas son las más numerosas y desfavorecidas en el ámbito internacional, según el Programa Nacional de Atención a Personas con Discapacidad (2010-2015), de la población general entre un tres y un cinco por ciento lo constituyen las personas con discapacidad intelectual. En Cuba, el estudio psicosocial pedagógico y clínico genético realizado durante los años 2001 y 2003 arrojó una tasa de 3,26 por cada 100 habitantes. El derecho a la educación y a la salud de toda la población cubana sin distinción de raza, credo, sexo o situación social fue planteado por el comandante Fidel Castro desde el Programa del Moncada, implementado a partir de 1959 con el triunfo revolucionario, desde un enfoque de educación para todos. Las personas con discapacidad intelectual severa y profunda procedentes de los centros médicos psicopedagógicos demandan de acciones especializadas en el campo de la prevención, promoción, asistencia, rehabilitación y habilitación en diferentes áreas de su desarrollo personal y social como parte de la misión de estas instituciones. El propósito es igualar las oportunidades para mejorar su calidad de vida e inserción social, a partir del apoyo que ofrecen los agentes y agencias educativas para su inclusión.
Abstract:
In the world there are over 650 million people living with a disability. These people are the most numerous and disadvantaged in the international arena, according to the National Program of Attention to Persons with Disabilities (2010-2015), the general population between three and five percent are people with intellectual disabilities. In Cuba, the psychosocial pedagogical and clinical genetic study carried out during 2001 and 2003 yielded a rate of 3.26 per 100 inhabitants. The right to education and health of the entire Cuban population without distinction of race, creed, sex or social situation was raised by Commander Fidel Castro from the Moncada Program, implemented from 1959 with the revolutionary triumph, from an approach education for all. People with severe and profound intellectual disabilities from psychopedagogical medical centers demand specialized actions in the field of prevention, promotion, assistance, rehabilitation and habilitation in different areas of their personal and social development as part of the mission of these institutions. The purpose is to equalize the opportunities to improve their quality of life and social insertion, based on the support offered by agents and educational agencies for inclusion.
